U.S. sanctions on Ukraine and Russia
Clearstream Banking1 draws customers’ attention to the Ukraine-/Russia-related Designations and Identification Update and the Issuance of Ukraine-/Russia-related General Licenses 12 and 13 of the United States Department of the Treasury of 6 April 2018.
Clearstream Banking advises customers that it does not intend to facilitate transactions or corporate events in securities issued by Specially Designated Nationals.
The Bridge has been closed in respect of all securities issued by Specially Designated Nationals or by entities 50% or more controlled by them.
Clearstream will process settlement instructions in the following security codes pursuant to the issuance of General Licence 13 for intended settlement dates up to and including 6 May 2018:

When instructing Clearstream Banking to receive securities in these codes, customers must add the following representation into field 70E (DECL) their MT54X instruction:
“We represent that we have verified the identity of the ultimate recipient of the quantity of securities covered by this instruction and that it is neither a U.S. person nor any person who is, or who is equivalent to, a Specially Designated National by the United States Department of the Treasury”.
Clearstream Banking is currently investigating whether securities issued by subsidiaries of entities listed in General License 13 are or are not covered by it. Until further notice, Clearstream Banking is not in a position to process instructions in such securities.
