Settlement Discipline Regime (SDR): Account Owner Reference in MT537 PENA - Update
Note: This announcement, originally published on 19 May 2022 and updated on 7 June 2022, has been further updated to inform customers that the deployment date of the change described has been confirmed. The change will be implemented with the November Release 2022 to give customers sufficient time to adapt accordingly. Changes have been highlighted.
Clearstream Banking1 informs customers that effective
21 November 2022
Clearstream Banking will overwrite the “NONREF” value provided in field :20C::Account Owner Reference (ACOW) in Sequence D1a1B of the MT537 PENA, if a more accurate reference can be provided instead.
Overwritten by the Deal Reference (TRRF)
If the ACOW is set to “NONREF”, and a Deal Reference (TRRF) is available at instruction level, then the field :20C::ACOW in Sequence D1a1B of the MT537 PENA will include the TRRF reference instead of “NONREF”.

Overwritten by the Triparty Agent’s Collateral Instruction Reference (TRCI)
This rule may only apply when there is no TRRF available at instruction level.
If the ACOW is set to “NONREF”, and a Triparty Agent’s Collateral Instruction Reference (TRCI) is available at instruction level, then the field :20C::ACOW in Sequence D1a1B of the MT537 PENA will include the TRCI reference, instead of “NONREF”.

This new behaviour is especially relevant for penalties on Triparty Collateral Management services.
Overwritten by the Sender’s Message Reference (SEME)
If the ACOW is set to “NONREF”, and there is no TRRF, and no TRCI available at instruction level, then the field :20C::ACOW in Sequence D1a1B of the MT537 PENA will include the Sender’s Message Reference (SEME) of the relevant MT548, instead of “NONREF”.
