Form descriptions – Quick refund - Estonian equities
The following is a list of information regarding the various tax forms to be completed in order to benefit from quick refund of withholding tax on dividends from Estonian dividends. The templates of the forms are available in our Tax forms to use section.
One-Time Certificate
The One-Time Certificate must be completed and signed by the Clearstream Banking customer and remains valid until revoked.
How many are provided? | One per Clearstream Banking account. |
Who completes it? | Customer. |
How often is it provided? | Once. |
When is it provided? | at the latest 9 months after the PD for which QR is required |

Breakdown of Holdings
If Box 4 was ticked in the One-Time Certificate, a per-payment Breakdown of Holdings, per tax residence and legal status of eligible beneficial owner, must in addition be provided via SWIFT (formatted MT565), or XACT WEB PORTAL message (please refer to Customer Handbook or announcement C18050 for full formating requirements), containing all mandatory information:
- Your account number
- ISIN code
- Corporate Action ID;
- Clearstream Banking customer account number;
- Total number of shares or nominal value of securities held on the account;
- For beneficial owners that are legal entities:
- The total holdings for which QR is required;
- For individual beneficial owners DTT residents:
- The total holdings for which QR is required;
- For each eligible individual beneficial owner applying for QR:
- Full name,
- Personal identification number (or date of birth),
- Full fiscal address,
- Number of shares,
- Applicable treaty tax rate.
- The total position of remaining undisclosed holders.

Certificate of Residence
Each eligible individual beneficial owner being DTT resident must submit a Certificate of Residence issued by his local tax authorities and valid for the income event for which a quick refund is requested. The Certificate of Residence remains valid 12 months from the date when it was signed by the tax authorities.

Declaration of Beneficial Ownership
Each eligible individual beneficial owner being DTT resident must submit a Declaration of Beneficial Ownership before his first application for QR, confirming that he is the owner of the income for which tax refund is claimed and that he has no fiscal residency in Estonia. This document remains valid until revoked and must be completed and signed by the beneficial owner or by his representative, in which case original Power of Attorney from the beneficial owner to the representative must be also submitted.

Power of attorney
A power of Attorney from the beneficial owner to the representative must be also submitted, in the event the Declaration of Beneficial Ownership is not signed by the beneficial owner.

Certificate of tax residence and other supporting documentation
To comply with the requirements of the Estonian Tax Law, customers may be
required to disclose the beneficial owners identity and holdings for any dividend event. Customers therefore undertake to provide Clearstream Banking, promptly upon request at any time, with such information as may be necessary to substantiate the accuracy of the relief at source request, including but not limited to and, if required:
- A valid proof of tax residence from the beneficial owner(s) for whom a relief at source has previously been applied; and
- Any other tax documentation requested from time to time
