Can the statements of holdings still be requested via letter or Swift free-format message?

No. Statements of holdings can only be retrieved via the Xact Web Portal AdHoc reporting.

Can the statements of holdings still be sent in printed form via registered mail?

No. Statements of Holdings are only available in electronic form (PDF) via Xact Web Portal AdHoc reporting.
Note: The MT535 and MT950 reports (also available as PDF) received across the year are binding reports and can be used for audit requests purposes as well.

What is the price for the service?

The existing price of EUR 200 per statement (generated for the selected account and statement date) will remain.

ATTENTION:
Every newly created request in the Xact Web Portal AdHoc reporting will be charged. The billing is triggered with the “Acknowledgement” of the request. If a request is not acknowledged, no statement will be generated and no billing will take place.

If you want to retrieve already generated reports, you should use the “Query” function in the Xact Web Portal AdHoc reporting. Retrieving already generated reports is free of charge and can be done any time after the statements were generated.

Is there a specific module in Xact Web Portal for this new report?

The required module in Xact Web Portal is called “Reporting & Monitoring”. There is no specific monthly charge for this module. Only the reports that are retrieved are charged.

What is the available range of statement dates in Xact Web Portal?

Statements are available for the last 13 months (at the point that the request is created in Xact Web Portal) and can be generated on monthly basis (for each last business day of the month).

If historical data is required clients should contact Clearstream client services.

How can clients with no access to Xact Web Portal use the  service?

The service is only available via Xact Web Portal. Clients without Xact Web Portal access must request access to use the service. Please contact the Clearstream Connectivity Helpdesk for further information.

Who can be contacted in case of questions?

General enquiries on the service can be addressed to Clearstream Client Services.

Technical enquiries in relation to Xact Web Portal (for example, how to get access or give access to auditors) can be addressed to the Connectivity Helpdesk.


Will the auditors of clients be able to use Xact Web Portal to obtain the statements themselves, as it might be a requirement that the auditor must keep the control over the process of obtaining statements from CBL, CBF or LuxCSD?

Yes, auditors can obtain the required statement of holdings (securities/cash) through Xact Web Portal on behalf of clients.

Clients can give their auditors access to their Xact Web Portal OU (Organisational Unit) by following the procedure below:

  • Clients must sign a side letter agreement with Clearstream allowing them to share their Xact Web Portal access (outside of their own entity) with their auditor.
  • Templates for these side letter agreements are available in the above mentioned announcements.
  • Clients must contact the Client Connectivity Helpdesk to conclude the side letter.
  • Once the side letter is accepted by CBL, CBF or LuxCSD, the client’s Xact Web Portal administrator can create an Xact Web Portal access for the auditor to the client’s OU, following the requirements stipulated in the side letter.
  • Once the auditor's Xact Web Portal access is granted, the auditor can independently obtain the required statements of holdings for the required accounts.

Where can I get guidance on how to give access and retrieve reports in Xact Web Portal?

What is the side letter for?

In the Xact Web Portal contract, clients are not allowed to give access to third parties (that is, outside their own organisation) without a proper Power of Attorney in place. The side letter allows a client to give access to users outside their organisation (for example auditors) to retrieve the report.

The side letter is NOT required if a client wants to retrieve the report themselves.

How to complete the side letter?

The side letter template is available in the before mentioned announcements.

It must be downloaded and signed by authorised signatories as per the signature list that was provided to Clearstream or LuxCSD.

The signatures can be in the form of simplified electronic signature. No need for wet ink signatures.

The completed side letter must be sent to Clearstream Client Services for signature validation and further processing. Please specify if you need to receive a countersigned version of the side letter.

Only upon confirmation that Clearstream or LuxCSD accepted the side letter you can grant access to your Xact Web Portal OU for your auditor.
